In this case the Appellant appeals against the order to extradite him to Albania pursuant to Section 103 of the Extradition Act 2003. He appeals on the grounds that his extradition is unlawful in view of Article 3 and 6 of the European Convention on Human Rights due to having been mistreated in police custody and during periods of detention. He fears that he would be likely to be assaulted again, particularly as a man who has raised a complaint about such assaults and as a “whistle blower” in relation to Albanian judicial corruption. He submits that those matters represent bars to extradition under Section 81(b) and/or Section 87 of the 2003 Act.
